Foster CM Group provided Program/Project Management services for Port Arthur Independent School District’s 2007 $189 million bond program. Our staff oversaw multiple delivery methods within the program which consisted of three new buildings at the new high school, a new stadium press box and two new elementary schools totaling more than $90 million. In addition to new construction, the program also included renovations at existing campuses including:
- Stephen F. Austin Middle School ($12 million)
- Dick Dowling Elementary School ($5 million)
- Sam Houston Elementary School ($6 million)
- Football Stadium Renovations ($2.8 million)
- Old Memorial High School ($20.8 million)
- Memorial 9th Grade Center ($22.5 million)
- PAAC Alternative Center ($5 million)
- William B. Travis Elementary ($6.2 million)
- Tyrrell Elementary ($10 million)
The renovation projects included elements such as ADA requirement upgrades; restroom renovations; upgrades to security systems; heating and air systems; fire alarms; gymnasium and cafeteria renovations; increased parking spaces; fencing additions; windows, floor and door repairs and/or replacements; landscaping improvements; drainage work; field house renovations; concession stand additions; press box replacement and classroom interior/exterior renovations. Total Bond Program was $189,525,000. We also assisted in the writing and management of the Bond Sales and the OCIP program, resulting in the return of more than $200,000 in insurance premiums from the contractors.
