Foster CM Group, Inc. provided subconsultant services to Jacobs (previously CH2M) in support of their third-party Construction Management effort for the construction of water quality improvement projects at DWU’s Elm Fork and Bachman Water Treatment Plants. The Team provided construction management and integrated inspection services to enhance and compliment the resources and skill sets of DWU staff. As the Owner, DWU contracted separately with Design Engineers for the design of the water quality improvement projects at the WTPs.
As Senior Construction Inspector (Elm Fork WTP), Foster CM Group was responsible for Quality Assurance/Construction Inspection services. As Quality Manager (Bachman WTP), Foster CM Group was responsible for overseeing the overall QA program as detailed in the Construction Management Plan and coordinating the 3-phase Quality Process with the general contractor’s Quality Assurance Manager. This involved a preparatory phase, interim phase and completion phase of the quality process. Each phase had a planning meeting with the involved parties to identify the contract requirements applicable to the work and the actionable party and communicate project needs to inspection staff and provide support and backup as needed.
