Foster CM Group, as part of the Lead Program Management Team on the $68 million City of San Antonio (CoSA) Local Agency Management Program (LAM), provided Construction Management, Inspection Services, QA/QC Services and Document Controls on 18 separate projects (with multiple funding sources). Foster CM Group’s administrative staff successfully developed, implemented and trained the CoSA staff on a document controls system that best allowed for continuous management oversight of all separate project sites simultaneously.
Foster CM Group worked directly with senior City staff and TxDOT staff to understand and interpret the Local Government Project Procedures (LGPP) and the requirements necessary to meet federal guidelines ensuring maximum reimbursement to the CoSA for construction dollars.
In addition, Foster CM Group provided QA services by managing project progress, providing change management, ensuring conformance with plans and specifications, monitoring contractor surveys, providing document and audit controls, verifying contractor maintained shop drawings, daily inspection reports, monitoring and scheduling material testing for concrete placement, ensuring contractor compliance for environmental and SW3P and preparing project closeout. Responsibilities included, but were not limited to, managing daily construction progress on each assigned project to assure that the work conformed to the integrity of the design concept as reflected in the construction plans and implemented and preserved by the Contractor; overseeing City inspectors; assisting with the pre-construction phase; monitoring and reporting on Contractor schedules; maintaining daily construction reports; performing cost management services; claims resolution; verifying and maintaining record documents; coordinating with CoSA and TxDOT representatives; and monitoring all civil, drainage, structural, concrete, roadway base, asphalt, associated density testing, SW3P, TDLR, and TCP/Project Safety. Foster CM Group was responsible for resolving issues that arose from the day-to-day inspection process. Foster CM Group also directed activities and checked the work of the City’s inspection, technical and Design Engineering Staff.
Due to its multiple funding sources (i.e., TxDOT, CoSA and Federal Stimulus funds), management of this program became more challenging which created the need for a complex audit control system that met each authorities’ guidelines. The audit system is now being used by TxDOT as a model system for all LAM programs throughout the State of Texas.
