Foster CM Group and Parsons, a Program Management Joint Venture, provided Construction/Program Management services for Alamo Colleges’ $225 million capital improvements program which included projects at the San Antonio College, St. Philip’s College (Southwest Campus) and Palo Alto College. The team provided continuous interface with programmers, architects, engineers, contractors and the City of San Antonio as well as the Alamo Colleges CIP Program Director. The campus building program consisted of a Convocation Center, One Stop Center, Veterinary Technology Building, Business Center, Parking Garages, Educational and Applied Sciences laboratories, Central Plant and the Nursing & Allied Health Complex.
Following a needs assessment of the various campuses, the team began a realistic evaluation of the budget capability that the bond issue provided for each campus. Careful review of the cost escalation affecting the construction market was analyzed, which resulted in the guaranteed maximum price coming in within the program budget at all three of the main campuses. Smaller projects, including building renovations, were designated as candidates for the competitive sealed proposal method of construction. To accomplish the massive CIP design and construction program, the Program Management team joined Alamo Colleges in recommending the Construction Manager-at Risk process as the most logical method to control budget, resources and schedule on the three main campus buildings.
